Cosplay & Photographer Participation Guide

Important Notice

At Oarai Ocean Fireworks Festival 2026, arriving or leaving the venue in cosplay is prohibited.

Even if you arrive by car, please do not change inside the vehicle or come dressed from home. Please use the changing rooms provided inside the venue.

Changing anywhere other than the designated changing rooms is prohibited.

About Cosplay and Photographer Participation

Both photographers and cosplayers must review these terms before participating.

Photographers may participate with only the admission ticket. No additional photography registration or dedicated ticket is required.

Cosplayers must purchase a separate "Changing Room Pass (¥1,000)" in order to use the venue's changing rooms. Please pay at the changing room reception on the day of the event.

* Cosplay participants are asked to review these terms when using the changing rooms and to sign a pledge (handle names are acceptable). Without a signature, we may refuse use of the changing rooms.

About the Cosplay Photography Area

You may freely walk around the venue in cosplay. Photography is allowed in all areas except the viewing seat area.

* Group photography and queue formation must take place in the "COS★FES Area."

* When photographing official layers on stage, please follow staff instructions during crowded times.

Basic Rules for Cosplay and Camera Participation

  • Please follow the participation terms and staff instructions.
  • If you fail to follow staff instructions or engage in disruptive or illegal activity, we will report to the appropriate authorities, remove you from the event, and refuse future entry to our events. Film, equipment, and memory cards may also be confiscated.
  • Arriving or leaving in cosplay is prohibited. Even when arriving by car, please do not change inside the vehicle or come dressed from home. Always change in the venue's changing rooms.
  • Changing, costume adjustments, and makeup touch-ups must be done in the changing rooms or dedicated zones.
  • For safety, please check large luggage such as suitcases at the cloakroom.
  • As this is an outdoor event, please take your own heatstroke precautions: frequent hydration, breaks, breathable costumes, etc. If you feel unwell, please inform staff promptly.
  • Because this is held at a fireworks festival attended by many general visitors, people unfamiliar with cosplay may take photos out of surprise or curiosity. Organizers strive to promote good manners, but please understand such situations may occur. If you experience trouble, please feel free to notify staff.

Regarding Photography and Interaction

  • You may walk around all areas of the venue in cosplay, but as many general visitors attend, please be considerate of those around you. Photography in the fireworks viewing seats may interfere with other guests' enjoyment and is therefore not permitted. Please cooperate so everyone can enjoy themselves.
  • Always obtain the subject's permission and mutual consent before taking photos.
  • When taking photos, please be considerate of your surroundings.
  • Acts that could be mistaken for official greetings or physical contact are prohibited.
  • Please behave with moderation and avoid making others uncomfortable during photography or interaction.
  • When photographing, avoid capturing other participants or general visitors in the frame.
  • Posting photos or videos to social media is allowed, but we are not responsible for any trouble arising from such posts. Please post at your own responsibility.
  • Group photography and queue formation may obstruct general visitors; please conduct such photography within the "COS★FES Area."
  • * Depending on congestion, staff may ask you to move. Please understand in advance.
  • Cosplayers and performers decide for themselves whether to be photographed. They may decline even when asked. Please respect their decision and refrain from repeated requests or pressure.

About Photography Equipment

* This event takes place on a sandy beach. Wind and sand are harsh conditions for precision equipment. Please manage and protect your own equipment carefully. We cannot compensate for any failure, loss, or damage, so please take full precautions.

◎ Allowed

  • Handheld or camera-mounted strobes and LED lights
  • Handheld reflectors (please refrain from use in crowded areas)
  • Tripods up to seated-height (only within the cosplay-free photography area)

✖ Not Allowed

  • Light stands, tripods exceeding seated-height, and other stationary equipment
  • Large softboxes or reflectors
  • Floor-mounted lighting and batteries
  • Excessive telephoto lenses
  • Infrared cameras, ultra-compact cameras, drones, and other specialized equipment not used by the general public

Prohibited Photography Acts

  • Use of large equipment or excessive telephoto lenses that obstruct passage.
  • Photography without the subject's consent.
  • Photography near changing rooms or restrooms.
  • Prolonged photography from the same position, or use of large equipment that disturbs other participants.
  • Use of weapons, large accessories, rackets, balls, or other props for purposes other than photography.
  • Bringing in props deemed dangerous. (Please refrain from bringing toy guns, swords, knives, or other sharp props, or items deemed dangerous to visitors or venue equipment.)
  • Climbing on trees, unstable structures, or anything else you should not put your feet on.
  • Playing music loudly in a way that disturbs those around you.
  • Walking-while-shooting or dance photography that disturbs other participants.

Regarding Costumes and Changing

  • Changing must be done inside the venue's designated male and female changing rooms.
  • In emergencies, staff of the opposite sex may enter the changing rooms.
  • If staff determine a costume makes general visitors uncomfortable, you may be asked to move to the changing room.
  • Please refrain from wearing real military or civil servant uniforms (police, self-defense force, firefighter, etc.). Fictional costumes from anime or manga are acceptable.
  • Regardless of length or shape, weapons and props may be confiscated if staff deem them dangerous.

Prohibited Acts Regarding Costumes and Changing

  • Changing clothes, applying makeup, or taking photos in parking lots, nearby stores, restrooms, etc.
  • Arriving at or leaving the venue while in cosplay.
  • Wearing uniforms of police, self-defense force members, firefighters, or other government officials, whether Japanese or foreign, or guard uniforms. Also costumes indistinguishable from these.
  • Showing underwear, visible "show-pants," or costumes that may be mistaken for underwear.
  • Cutting wigs at the venue, changing rooms, or restrooms.
  • Actually producing sound (microphones, instruments, radios, etc.).
  • Excessive noise from decorations such as bells attached to costumes.
  • Injury or violence expressions using fake blood, bruises, etc.
  • Bringing items that could injure others or dirty/damage the surroundings (color sprays, fake blood, etc.).
  • Participating in a kigurumi costume. (Definition: a life-size plush costume with a person inside.) [Examples: sentai characters, Disney characters, Nintendo characters, regional mascots, etc.]
  • Please refrain from participating in cosplay that hides your face with full masks.

Standards for Costume Exposure

  • Many small children and families attend. To ensure everyone can enjoy the event safely, please refrain from excessive exposure and dress with moderation.
  • If your costume does not meet the exposure standards, we may prohibit your cosplay participation.
  • Please refrain from costumes that expose the lower or side portions of the breasts. (As a guideline, about one-third skin exposure of the chest with no visible underwear.)
  • Please wear spats or stockings so that underwear is not directly visible.
  • For revealing costumes, please wear a jacket or stole when moving around.
  • For women crossdressing as men with open chests, please wear a body foundation or B-holder. Men and male crossdressers should also cover up with a jacket except during photography.
  • If staff determine a costume is problematic, you may be asked to change or wear a jacket regardless of the above.

✖ Prohibited Acts Regarding Costume Exposure

  • Costumes that offend public morals or are obscene.
  • Costumes worn without underwear, or where underwear is visible or see-through through gaps at the chest, armpits, etc.
  • Excessively low-rise costumes (where underwear is visible or appears visible).
  • Excessive exposure, show-pants, visible underwear, or clothing that may be mistaken for underwear.

Notes for Men Crossdressing as Women

  • Please apply makeup, groom eyebrows, and otherwise take care not to damage the character's image.
  • Please groom exposed body hair such as underarms, legs, and beard.
  • Intimidating or uncomfortable crossdressing is prohibited.
  • Avoid exposing bare legs; please wear stockings or spats.

Other Notes

  • Changing rooms are available until 20:30. Please change back before going home.
  • Venue layout and timetable may change without notice.
  • Please manage your valuables yourself. We are not responsible for any loss.
  • Lost items will be disposed of two weeks after the event if unclaimed. Please contact us early (Oarai Town Office).
  • In emergencies, please follow staff instructions and act calmly.
  • Damage to venue facilities and equipment is the responsibility of the person concerned.
  • If an ambulance is needed, the cost is borne by the person concerned.
  • We are not responsible for any disadvantage caused by cosplay content or accidents.
  • Official photographers and media may conduct photography and video recording on the day. Visitors may appear on TV, newspapers, magazines, websites, official websites, and social media. Please understand this in advance.

Changing Room Usage Rules

  • Changing rooms are available from 12:00 to 20:30.
  • Please share the space considerately with others.
  • Do not occupy more space than necessary, and leave promptly once you finish changing.
  • Please cooperate by arriving with your base makeup done, to shorten usage time and reduce congestion.
  • Congestion is expected near the end of the usage period. Please allow time for travel and changing.
  • If anything is unclear or you need help, please speak to nearby staff.

Prohibited Acts in the Changing Rooms

  • Taking photos (including selfies) or videos inside the changing rooms.
  • Leaving belongings unattended.
  • Meeting up inside the changing rooms.
  • Eating or resting inside the changing rooms.
  • Using color sprays, color mousse, or cutting wigs — anything that may damage or soil the venue.
  • Unauthorized use of power outlets.

Overall Prohibited Acts

  • Secret photography, or photography without the subject's consent.
  • Uploading to networks or submitting/publishing to magazines or books without the subject's consent. Excessive low-angle photography.
  • Commercial or profit-making use of photos taken at the event. (Booklet or merchandise production for doujin activities is acceptable.)
  • Acts against public morals, or bringing in dangerous items or props (model guns, knives, etc.).
  • Adult photography.
  • Unauthorized sales, solicitation, media coverage, or flyer distribution without permission from the organizers.
  • Bringing regional symbols (national flags, ward flags, etc.).
  • Unauthorized use of power.
  • Smoking in student uniforms.
  • Bringing items that pose a risk of injury or that may soil or damage surroundings.
  • Trouble between participants, and other acts judged by event staff to be dangerous, disruptive, or in violation of rules (regardless of reason).
  • Destroying venue equipment, throwing items, or other violent behavior.
  • Entering plantings, flower beds, or no-entry areas (including props and equipment).

In Closing

These terms exist so that all participants may enjoy the event comfortably and safely.

If you violate the terms, you may be removed from the event or refused future participation.
