At the Oarai Ocean Fireworks Festival 2025 SENYAGURASAI, arriving or leaving the venue in cosplay is prohibited.
Even if you come by car, please do not change in your car or come from home in costume. Please use the changing rooms provided inside the venue.
Changing clothes outside of the changing rooms is prohibited.
Admission
To enter the venue, you need a viewing seat ticket for the "Oarai Ocean Fireworks Festival 2025 SENYAGURASAI".
Please purchase a viewing seat ticket according to your preference and enter the venue.

Cosplay and Photographer Participation
To enjoy cosplay, photography, and socializing inside the venue, you need to purchase a separate ticket.
For cosplay participation: "Cosplay Participation (Changing Room Use) Ticket 2,000 yen"

About Cosplay Photography Areas
You can walk around all areas of the venue in cosplay! Photography is possible anywhere "except the viewing seat area"!
*If creating group photography circles or waiting lines, please do so in the free photography area.
*When photographing official cosplayers appearing on the stage, please follow the guidance of on-site staff.
Basic Rules for Cosplay and Photography Participation
- Please follow the participation rules and staff instructions.
- If you do not follow staff instructions and engage in disruptive or illegal behavior, we will report to the appropriate authorities, remove you from the event, and refuse entry to our future events. Equipment, film, or memory cards may be confiscated depending on the situation.
- Arriving or leaving in cosplay is prohibited. Even if coming by car, do not change in your car or come from home in costume. Always use the changing rooms inside the venue.
- Please use only the changing rooms or designated zones for changing, costume adjustments, or makeup touch-ups.
- For safety, please store large luggage such as carry cases in the cloakroom.
- As this is an outdoor event, please take measures against heatstroke on your own. Remember to stay hydrated, take breaks, and wear breathable costumes. If you feel unwell, please notify staff immediately without hesitation.
- As this event is held at a fireworks festival where many general visitors gather, there may be cases where general visitors unfamiliar with cosplay suddenly take photos out of surprise or interest. While we strive to promote good manners, we appreciate your understanding that such situations may occur. If you experience any harassment, please feel free to contact our staff.
Photography and Socializing
- You can walk around all areas of the venue in cosplay, but as many general visitors will attend this event, please be considerate of others. Please refrain from photography in the fireworks viewing seats as it may obstruct other guests' view or enjoyment of the fireworks. We appreciate your cooperation so everyone can enjoy the event comfortably.
- Photography and socializing require a cosplay participation pass or camera registration pass.
- If general visitors ask for photos, please cooperate for commemorative photos. For more serious photography, please confirm each other's participation passes and proceed only with mutual consent.
- Always confirm each other's participation passes and obtain mutual consent before photography.
- Actions that could be mistaken for official staff, greeting, or physical contact are prohibited inside the venue.
- Please maintain appropriate behavior that doesn't make others uncomfortable during photography and socializing.
- Please be careful not to include other participants or general visitors in your photos.
- You may post photos and videos on social media, but the organizers take no responsibility for any trouble that may arise from posting. Please act at your own risk.
- The venue is very spacious, and you can freely enjoy group photography or sequential shooting depending on the situation. However, as group photography or forming photography queues may obstruct general visitor traffic, please conduct such photography within the "Cosplay Free Photography Area".
*Staff may ask you to move depending on congestion levels. Please understand in advance.
Photography Equipment

- Handheld or camera-mounted strobes and LED lights
- Handheld reflectors (please refrain during crowded times)
- Tripods up to sitting height (only allowed in the cosplay free photography area)

- Light stands or tripods exceeding sitting height
- Large softboxes or reflectors
- Ground-placed lighting or batteries
- Excessive telephoto lenses
- Special photography equipment not commonly used such as infrared cameras, ultra-compact cameras, or drones
*This event is held on a sandy beach by the sea. The environment is harsh for precision equipment due to strong winds and sand. Please manage and protect your valuable equipment yourself. The organizers cannot compensate for any malfunction, loss, or damage, so please enjoy with caution.
Prohibited Photography Actions
- Use of large equipment or excessive telephoto lenses that obstruct traffic.
- Photography without the subject's consent.
- Photography near changing rooms or restrooms.
- Long sessions in the same location or use of large equipment that inconveniences others.
- Use of props such as weapons, large decorations, rackets, or balls for purposes other than photography.
- Bringing dangerous props (toy guns, sharp objects like swords or knives, or anything deemed dangerous to other visitors or venue facilities).
- Climbing trees, unstable structures, or anything you shouldn't step on.
- Playing loud music that disturbs others.
- Photography or dance while walking that obstructs other participants.
Costumes and Changing
- Always change in the designated male/female changing rooms inside the venue.
- In emergencies, opposite-gender staff may enter the changing rooms.
- If your costume is deemed inappropriate for general visitors, you may be asked to return to the changing room.
- Please refrain from wearing real military or public service uniforms (police, self-defense forces, fire department, etc.). (Fictional anime/manga uniforms are allowed)
- Weapons or props may need to be removed if staff deem them dangerous, regardless of length or shape.
Prohibited Costume and Changing Actions
- Changing, makeup, or photography in parking lots, nearby stores, restrooms, etc.
- Arriving or leaving the venue in cosplay.
- Wearing uniforms of police officers, self-defense forces, firefighters, or other public servants, current national organizations (Japanese or foreign), or security guards. Also, wearing costumes indistinguishable from these.
- Wearing show pants or costumes that can be mistaken for underwear.
- Cutting wigs in the venue, changing rooms, or restrooms.
- Making actual sounds (microphones, instruments, radios, etc.).
- Excessive noise from costume decorations such as bells.
- Fake blood, bruises, or other injury/violence expressions.
- Bringing items that could injure others or dirty/damage surroundings (color spray, fake blood, etc.).
- Participation in mascot costumes (defined as life-sized plush suits with people inside) [Examples: Sentai series, Disney characters, Nintendo characters, local mascot characters, etc.]
- Please refrain from participating in cosplay wearing masks or face coverings that completely hide your face.
Costume Exposure Guidelines
- Many small children and families will attend. To ensure everyone can enjoy safely, please avoid excessive exposure and participate in modest costumes.
- If your costume doesn't meet exposure guidelines, you may be prohibited from participating in cosplay.
- Please refrain from costumes that show the lower or side parts of breasts. (As a guideline, limit chest exposure to about 1/3 and ensure underwear is not visible)
- Wear spats, stockings, etc. to prevent underwear from being directly visible.
- If your costume is revealing, please wear a jacket or stole when moving around.
- For women cross-dressing with open chest costumes, please wear body foundation or B-holders. Men and cross-dressers should also cover up when not being photographed.
- If staff deem your costume problematic, you may be asked to change or cover up regardless of the above guidelines.
✖ Prohibited Exposure Actions
- Costumes that violate public order and morals or are obscene.
- Costumes without underwear, or where underwear is visible through gaps or transparent areas.
- Excessively low-rise costumes (where underwear is visible or appears to be visible).
- Excessive exposure, show pants, or clothing easily mistaken for underwear.
Notes for Men Cross-dressing as Women
- Always do makeup and eyebrow grooming to maintain the character's image.
- Remove visible body hair (underarms, legs, beard, etc.).
- Intimidating or uncomfortable cross-dressing is prohibited.
- Avoid bare legs; wear stockings or spats.
Other Important Notes
- Changing rooms are available until 20:30. (Please finish changing before leaving the venue.)
- Venue layout and timetable may change without notice.
- Please manage your valuables yourself. We are not responsible for any loss.
- Lost and found items will be disposed of 2 weeks after the event if not claimed. Please contact Oarai Town Hall early if you have lost something.
- In emergencies, follow staff instructions and act calmly.
- Participants are liable for damage to venue facilities and equipment.
- If ambulance services are needed, costs are borne by the individual.
- The organizers and venue are not responsible for any disadvantages due to cosplay content or accidents.
- Official photographers and media may conduct photography and video recording on the event day. Attendees may appear on TV, newspapers, magazines, websites, official web/SNS, etc. Please understand this in advance.
Changing Room Usage Rules
- Changing rooms are available from 12:00 to 20:30.
- Please share the space in changing rooms considerately.
- Don't occupy more space than necessary; leave promptly after changing.
- Please help reduce usage time and congestion by arriving with base makeup done.
- Expect congestion near closing time. Please allow time for moving and changing.
- If you have any questions or problems, please contact nearby staff.
Prohibited Actions in Changing Rooms
- Photography including selfies and video recording in changing rooms
- Leaving luggage unattended
- Meeting up in changing rooms
- Eating or resting in changing rooms
- Actions that may damage or contaminate the venue such as using color spray, color mousse, or cutting wigs
- Using electrical outlets
Overall Prohibited Actions
- Secret photography, photography without the subject's consent.
- Uploading to networks or posting in magazines/books without the subject's consent. Excessive low-angle photography.
- Commercial use or for-profit use of photos taken at the event. (Self-publishing and merchandise for doujin activities are allowed)
- Acts violating public order and morals, bringing dangerous items or props (model guns, knives, etc.).
- Adult photography.
- Unauthorized sales, solicitation, interviews, or flyer distribution.
- Bringing regional symbols (national flags, ward flags, etc.).
- Unauthorized use of power sources.
- Smoking while in school uniforms.
- Bringing items that could injure others or dirty/damage surroundings.
- Trouble between participants, or any acts deemed dangerous, disruptive, or rule-violating by event staff (regardless of reason).
- Destroying venue facilities, throwing objects, or violent behavior.
- Entering plants, flower beds, or restricted areas (including with props or equipment).
In Conclusion
These rules exist to ensure all participants can enjoy the event comfortably and safely.
Violations may result in removal from the event or refusal of future participation.
Please confirm and agree to these rules before applying to participate.
